New Application For a Private Hire Operator
If you plan to operate a private hire taxi business, you will need to comply with the councils taxi policy requirements.

Your application WILL NOT be accepted if you do not have an operating base within our council area. The specified operators base must have a unique and dedicated local prefix number (01538), (01782) telephone number. Free phone numbers, lo-cost, premium and mobile numbers will have to be registered to the operating base (and evidence submitted to the authority).
What we need from you
You will need to provide us with the following documents and information:
- Completed New operators application form (PDF, 252 KB)
- A Business Plan for a Private Hire Operator (PDF, 140 KB)
- A copy of your Door Stickers (To scale) Minimum 2" Lettering
- Employer Liability Insurance
- If there is public access to your premises, Public Liability insurance of at least £2,000,000
- If your premises requires planning permission, proof of permission.
- Schedule of Vehicles (PDF, 118 KB) to be operated under this licence
- Proof of a maintenance contract with an approved garage for servicing the vehicles (if this isn't done by you or members of staff).
- Insurance documents to cover the vehicles and drivers for hire
The following documents must be submitted for all applicants or if applying under a company name, for all registered directors/ secretaries of that company:
- A Basic or Enhanced DBS check, issued within the last 3 months (unless you are a driver with us)
- Statutory Declaration of convictions, cautions and pending prosecutions (PDF, 207 KB)
- Your EEA/UK passport OR Home Office Right to Work Employers Share Code OR RTW Document (e.g. UK passport)
- Both sides of your EEA/UK photocard driving licence showing your current name and address
- A Bank/Building Society statement or utility bill, issued within 3 months showing your current name and address
Once you are satisfied that you have everything collated, please contact the licensing team with your application via email at Licensing-1@staffsmoorlands.gov.uk
It will then be necessary to book you an appointment with our Senior licensing team to review your application which we will do on receipt of your email. Following on from this, we will ask you to pay the Fee for a licence (1 year ONLY).
