Pet shop licence

To run a business selling pet animals you need a licence from us. This includes all commercial selling of pet animals, including pet shops, businesses selling animals over the internet, and from home.

Who can apply

Anyone can apply, although you must not be disqualified from keeping a pet shop.

You don't need a pet shop licence to sell:

  • pedigree animals that you've bred*
  • animals that are offspring of your own pet*

*a dog breeding licence may be required, please contact us

What we must consider

We must be sure that the following conditions are met before we issue a licence:

  • that animals will be kept in suitable accommodation
  • adequate food and drink will be provided
  • any mammalian animals will not be sold too young
  • that steps are taken to prevent disease spreading among the animals
  • that adequate fire and emergency provisions are in place

What it costs

Pet Shop Licence - initial or renewal

Excluding vet fees - vets fees are charged in addition to these fees based on full cost recovery


The licence will be valid for 1 year.

Failed applications and appeals

In the first instance, please contact us if you have a problem with an application.

Any applicant that is refused a licence can appeal to theirlocal magistrates court. You can also appeal to the court if you wish to appeal against a condition attached to your licence.
